I managed to fix the issue by switching to the "old" team-xbmc ppas: ppa:team-xbmc/kodi-old this contains the last stable version.

PVR.VDR.VNSI 1.11.17 is delivered by this ppa

The ppa:team-xbmc/kodi deliveres Version 2. xx.xx

While an sudo apt-get upgrade, the most kodi packages where on hold, except kodi-pvr-vdr and two others. This caused kodi not to upgrade but but the pvr addon.

As my hardware did not support Kodi 17 (8 year old htpc), it's also better to switch back to thekodi-old ppa.

To prevent from future issues I marked the kodi packages for holding the packages with apt-mark hold kodi*
