Android Video is jumping, plays aprox. one second, then one second is skipped.

After update to version 20180119 and 20180120, playing IPTV works well, but playing any video from local storage or over https is jumping. Some parts are skipped. This is happening repeatedly, one second is played, half second skipped. Not sure exactly, how long which part takes.
After disabling playback synchronization to screen everything works well, but if I enable it again, it's again a problem.
Last fully known version was 20171221. After this version IPTV video is jamming and newer version has jumping problem.
I use android TV on my Philips TV.

To receive meaningful assistance you will need to provide a full debug log.

If you are using the Basic Method, then ensure the following is applied...
1.Enable debugging in Settings>System Settings>Logging,
2.Restart Kodi
3.Replicate the problem.

If you are using the Advanced Method ensure you have correctly created and applied the advancedsettings.xml file.

In both instances, you should see the word DEBUG throughout the log.
