v17 Windows 10 power setup for Kodi

Are there any instructions on how windows 10 needs to be setup so that ;
  1. It goes into a power saving mode when TV is off
  2. Wakes up when kodi starts a live tv recording i.e. the middle of the night
  3. Wakes up when some one powers the TV on.

1 and 3) you need a cec adapter and your pc needs to get resumed by usb from s5 (that would be full off) or you go into s3 (standby).
2) your backend need to set a wake up time by rtc. what backend do you use?

Back end is nextpvr. I don't need the PC off completely just powered down and able to respond to recording request and come up when TV is switched on.

What is a cec adapter? This a windows PC with a flirc USB. There will be no additional adapters.

And how will your PC then talk to your TV, and vice versa? A Flirc module won't do that.
