Android Auto frame-rate switching is broken in the latest nightlies

Hi

Auto frame-rate switching is broken on Android on all devices in the nighty builds.
The last version where it still works is 20180503.

Hope someone will find the cause since there is no Android maintainer anymore.

-> Whitelist. Make sure to nominate modes you want it to switch to. By default the Whitelist is empty.
First decide what functions / features you expect from a system. Then decide for the hardware. Don't waste your money on crap.

 Didn't know about the new setting.
I added all the modes.

It seems only 24hz videos can now switch from 60hz to 24hz.
All other videos still play at 1080p@60hz and not working correctly.

I hope someone with an Nvidia Shield can also do some tests and post some logs to make sure it's the same behavior on different devices.

Using an older Kodi without the whitelist setting then all 24/25/30/50/60hz videos switch modes and resolutions correctly.

What do you mean "other videos"? It's working fine on my Shield.

If you're having issues after setting the modes you need to post a Debug log (wiki).

New Whitelist option works OK on all my devices (Nvidia Shield and Raspberry Pi).
Kodi 18: Nvidia Shield TV (main device) and LibreELEC on Raspberry Pi 2 and Odroid C2
TV: Panasonic TX-55EZ950E (OLED)
AVR: Onkyo TX-NR509 (HDMI ARC)

Tests done on a 1080p tv with RK3229.
A user with an Amlogic S912 MiniX U9 said auto frame-rate switching is also not working for him in the latest nightlies.

I enabled all the modes in the whitelist except for 720 x 576 & 720 x 480.
If I enable that, all videos under 720p resolution switch to 720 x 576 and are too blurry and unwatchable.

Here its working on Shield with FullHD TV.

Shield is set to 59.94Hz
Whitelistet: 1920x1080/50/24/23.98Hz

Play 720p/25Frames = TV switched to 1080p/50Hz
Play 720p/23.98Frames = TV switched to 1080p/24Hz
Play 1080p/23.98Frames = TV switched to 1080p/24Hz

Everythin works the same as before the whitelist was added.

Maybe there is a problem with the new Whitelist not working correctly with 720p framebuffers on 1080p resolution?
The Nvidia Shield uses a 1080p framebuffer on 1080p resolution.

Hope someone can find the problem.
It might also help Amlogic S905W users with a 720p framebuffer if the problem gets solved.

This PR - https://github.com/xbmc/xbmc/pull/13274
seems to break some auto frame-rate switching on Android Nougat for Rockchip devices and probably other devices too.

With it, only 1080p@24hz videos can change frame-rate on a 1080p tv.

Tests done on a 1080p tv.

4K@24/25/hz videos seem to all play at 1080p@60hz on a 1080p tv instead of at 1080p@24hz or 1080p@25hz.
Testing on a 4K tv, then all sample videos can switch frame-rate and resolutions correctly except for the Puppies Bath in 4K video which plays at 1080p@60hz instead of at 4K@24hz.
Without this commit, the Puppies in HD video plays correctly at 4K@24hz on a 4K tv.

Any solution perhaps for the 4K video downscaling on a 1080p tv not switching frame-rates/resolution and 4K@24hz video on a 4K tv not switching correctly?
