Sorry, that i must say:
For me it does not change the resolutionproblem.

I tried (portable) direct after installing, and also after copying the portable_data from before installed 18 final.
After switching TV off and on again, the display is in left corner, like before.

What i saw in this version, is that colors of pvr-streams are less brilliant than in normal Kodi 18 final.
They look a bit "pale" like in Kodi 17.6

you must provide Debug Log every time when the issue persist.

Here is the log (with debug log activated)

And this is the way, i have done:
1. Installed (portabel) your last linked Version.
2. Only changed to fullscreen.
3. Switched TV off and waited 10 sec.
4. Switched TV on. Kodi is in left corner!
5. 2x \ to get Kodi again in fullscreen.
6. Exit Kodi and uploaded the log to "paste.kodi.tv"

I just tried this build and no luck. The Debug Logs:

Case 1:
- TV is allready on and Win10 is allready running
- Open Kodi -> Play a music file (from -'t Hof Van Commerce-) -> Put TV off -> Wait two minutes -> Put TV back on
- Kodi is in upper left corner

- TV is off, HTPC is off
- Put HTPC on (leave TV off) -> Kodi autostarts with Win10 -> Play a music file (from -'t Hof Van Commerce-) with the Yatse app -> Wait two minutes -> Put TV on
- Kodi is in upper left corner

i installed the regular V18 and up to now no small window problem. I hope it stays like this.

UPDATE 4.2.19:
small window problem is still there and flickering stripe on top of videos.

This version works for 1 sec. in full screen, and than changes again to upper left small screen.
But now, i have no possibility, to change the small screen to to full screen with button \
