Solved 2160p x265 mkv files were fine for 5 months but causing big problems since yesterday

Good Evening all,

I've been troubleshooting for 15 hours straight and almost given up. I have 19 years of experience in IT hardware and software but this issue has gotten the best of me.

Setup details:
  • LG 65 inch 4k TV model 65SK9500PVA connected via HDMI directly to Intel NUC.
  • Intel NUC7i3BNH with 8GB ram, 128GB m.2 SSD running Windows 10 1803 x64 with all latest Intel driver updates.  
  • Media is stored on secondary Western Digital 1TB 5400rpm hdd which is internal connected by SATA

The NUC has been running Kodi 16.1 since i built it in Sept 2018. It has played x265 files (720p, 1080p and 2160p) flawlessly with absolutely no lag. I even had "HDR" turned on in Windows.

This is how my issue begins. Yesterday the 1809 feature update was installed but I didn't get a chance to play anything on the NUC. Today I attempted to play some x265 2160p files on Kodi and they were all sluggish i.e. the video was really lagging compared to the audio. Now all these files played flawlessly prior to the update.

I did the following today but the issue persists:
  1. Re-checked all the settings in Kodi to ensure nothing changed (Kodi using hw acceleration)
  2. Re-installed Intel video drivers
  3. Checked hdmi cabling
  4. Rolled back from 1809 to 1803
  5. Wiped the OS and installed 1803 with all latest Intel drivers as well as Kodi 16.1

The only thing that somewhat fixes the issue is:
1. Upgrading Kodi to 18. However, Kodi 18 is causing some flickering issues on HDR mode which I have yet to fix.
2. Playing the files in media player classic

Frustrated I troubleshooted out of the box. I took two of the 2160p files and copied it to my work laptop (Lenovo T470s running i7-7600, 12GB ram, 256GB samsung m.2 nvme). In this scenario:
  1. The files still stutter in Kodi 16.1
  2. The files don't stutter in Media player classic
  3. The files don't stutter in Kodi 18

I would sincerely appreciate it if someone can give me a few tips as to where I am going wrong. I will post up any logs needed as well - just let me know what is needed.

Afternoon all. 

I played two x265 mkv files today both around 9GB to 10GB each. 
File 1: Got around 12.7 fps / cpu0 99% cpu1 99% cpu2 100% cpu3 100% whilst on Kodi 18 it got 29 fps / cpu0 34% cpu1 26% cpu2 21% cpu3 31%
File 2: Got around 14.4 fps / cpu0 98% cpu1 96% cpu2 100% cpu3 99% whilst on Kodi 18 it got 25.4 fps / cpu0 34% cpu1 25% cpu2 20% cpu3 33%

I don't know what could have caused Kodi 16.1 to, all of a sudden, play 2160k 4k files very jerky / stuttering. Any help is sincerely much appreciated

Might have something to do with Desktop Resolution: 3840x2160 32Bit at 60Hz using The Intel® HD Graphics 620 is an integrated GPU and shared memory. Try a 1080p desktop and allow the TV to upscale, when you play 4K the video will hold.

Went to v18 but didn't like the theme so went to 17.6 and all seems well aside from Kodi losing full screen when I switch off my tv (going to fix that with monitordetectkiller).
