No it is not the port but you need the IP of your NextPVR server.  Your logs show you using http://127.0.0.1 which can't be the case on Android.

You need to use the actual IP of the Windows PC where you installed and configured NextPVR.  Here is some help https://duckduckgo.com/html?q=find+windo...tfy&kae=-1

Note you may need to also figure out how to make sure that PC  as a static or router assigned IP
