Thought I'd pipe-in that 4K UHD disks are running $50 CDN smackers up here in Canada at Walmart, doubt everyone is on board. I'd provide links, but that would be tantamount to spamming.

yes I can, but which ones would affect how bad HDR 4k videos look?  I don't know what some of those settings are.  like dithering.  or should I just copy all those settings?

They seem to work for turbotec here.  They seem to work for others in different threads.  I know they work for me.  I think they'll work for you.  I'm fairly certain dithering is enabled with an 8bit value default.  You may or may not need it enabled or do with a different value.  After applying the other settings, experiment.  It is probably display and GPU dependent so no one setting is correct for everyone.  I suspect it will increase or decrease banding but someone else suggested it is more related to Full vs Limited which I didn't understand tbh.  Perhaps another can explain the setting in detail for you.  I use it enabled with 8bit because my GPU does not have a selectable 10bit setting to match my 10bit display.  However it does have an 8bit selection so I match that everywhere.  The difference is most likely negligible anyway.
