Missing inputstream adaptive in 18.1 Leia

I clicked on Kodi addons - Video Player Inputstreams -  But there is only the RTMR . The Inputstreams adaptive file is missing .
I downloaded this file  ( script. module.inputstreamhelper.0.3.4 ) and it loaded but when I go back to Video player it didn't load their . I didn't install it because I don't no where it loaded  .
Can someone give me some help please ?

I did go their and loaded the file but it didn't show up in the Video Player Inputstreams section . The only file that was their is  the the RTMR file . I don't no where it was installed in Kodi .  Anybody no where it may be ?

This is for android 
InputStream Adaptive already installed just enable it.

Hi to all.
I have got RPi3 with LibreElec + Kodi 18.1 and inputstream adaptive is ther, RTMP input is there, I have enabled them both and YouTube is playing in full HD 1920x1080p

On my second machine, which I ahve bought primarily for DVB-T2 here in Europe, there is a BIG problem.

I know, MECOOL makes even better machines, named KI Pro or KII Pro or KIII Pro, which are far better quality machines for 4K.
But I need a good Full HD machine. so this one should do well.
There is Android 7.1.2 and application/tuner for DVB-T2. It runs perfectly, the tuner is responsive and TV stations run perfectly (1920x1080, H.265 HEVC).

However, I wanted to elaborate with Kodi.
There is "Kodi 17.6" pre-installed under the name "TV Center". Unfortunately, in the setting of this "Kodi" is max. resolution 1280x720 60Hz. Can not be changed. I do not understand why. In android settings itself, there is TV screen resolution set correctly to 1920x1080p 60Hz.
In addition, in this "Kodi" version, InputStream Adaptive and RTMP Input are not for MPEG-DASH, so Youtube won't run better than 720p resolution.
De-facto useless !!!!
I have downloaded installation of Kodi 18.2 for android and installed it.
In Kodi addons - Video Player Inputstreams -  there is only RTMP Input. Inputstream Adaptive is missing .

Can someone give me some help please ?

Why android does not allow me to switch Kodi's resulution to 1920x1080p 60Hz Huh
Why Inputstream Adaptive is missing and can not be installed Huh

As I have downloaded installation of Kodi 18.2 for android, only RTMP Input was there in Video Player Inputstreams section. 
Somehow I have managed to install Inputstream Adaptive 2.3.17.
So everything with MPEG-DASH and YouTube is solved now, it is playing 1080 videos OK.

My question is:
Is the 1280x720 resolution only the resolution of KODI's menu and interface?
And all 1920x1080 videos and YT videos are playing in 1080 resolution?
If yes, than this is not a problem at all.

I have checked https://mirrors.kodi.tv/addons/leia/ and there is NO inputstream adaptive for the ARM7 (NVIDIA) systems.. There is only X86.. and then I go to my /userdata/.kodi/addons directory and look inside the inputstream adaptive folder (on android) and there is a DLL file.. LIke WHAT Huh? that is wrong.. somewhere in Leia updates - the build went wrong and included the X86 version of the addon.. and no ARM7 version is even built ??

I'm using WBMC (https://wonderbox.tv) fork Kodi version 18.5 on android and am having the exact same issue. any news/help?
