Not really for LibreELEC - there's the development pull request, PR3921 but that's been fairly quiet.
For Python3 migration issues there's the Python3 migration sub-forum.
For Python3 issues with specific add-ons, the best place to report issues would be in the relevant add-on support threads (if no such threads exists, then maybe create one - or find an alternative add-on that is supported...)
I'm hoping to resume nightly builds later tonight, with #1028 which will include Python 3.7.5 and Samba 4.11.1.
