And it doesn't look like kodi.bin is starting at all with #1101/#1102.

Are you testing in a VM?

To be honest I'm a bit confused as to what is going on - are these builds actually working now? If not, when did the issue start, is it first seen with #1028? Can you try #1102 with a clean ".kodi" folder to rule out any add-ons?

All of them have "Common cache" error message popups on Kodi's GUI start. That is also Python3 related?

Yes that's a Python3 issue, the add-on requires updating by the maintainer.
