Now that I think of it there are 5 add-on updates pending on my #1012 build.  Could that be related to the missing Python 3 of my build or do these kind of checks not exist?

Kodi 19 with Python3 won't install or update add-ons unless the new version supports xbmc.python 3.0.0 so if you're on a Python2 version of Kodi 19 and have pending add-on updates it could be that they're Python3 add-on updates which won't install until you update to a Kodi 19 build that supports Python 3. This might prevent #1012 installing Python3 updates, it all depends on how the add-on is configured.
