Not to reopen a dead argument, but the locking of the old thread actually had very little to do with being overzealous. Kricker and I had a chat, noticed that the SVN release thread was sitting at well over 100 pages, and figured starting a new thread to coincide with the release of 9.11 might be a good idea.
And, of course, we figured we'd wait to do so until after the beta period, since having a hundred different revisions floating around makes squashing bugs a great deal harder for the devs.
Of course, also Kricker and I are "The Man," and we do spend a lot of time plotting how we can keep the little guy down. That's obviously the main reason. But those other reasons were important too.
