I installed kodi 19.2 matrix nightly on my xbox but some of my addons dont work i cant even set up my weather addon it installs but i think its something to do with partition s:

I've just updated Kodi on my Xbox to 19.3 and have exact the same issue.

yep no addons are working atm. Xbox series x

The only addon that log shows not working is f1tv so liekly an issue with that addon as there seem to have been similar issues on other platforms, see https://forum.kodi.tv/showthread.php?tid=33444
