Well, looks like your win 7 machine needs updated CA certificates.  Those are needed to use https secure web protocol.  I don't have experience with manually updating.

Update:  doing a little searching looks like you may need to install MS update KB2813430.  Installing that KB allows you to create new CA roots manually via command line tool:

certutil.exe -generateSSTFromWU c:\ps\roots.sst

With an updated sst file you can then add that to your Win 7 OS using MMC.

Whether connecting a Win 7 machine to external network is a good idea I leave to you.  You could instead download any needed updates as zip files using a more secure machine and then use install from zip to get the updates into the win 7 Kodi.

If you just want it for Kodi rather than Windows, an option could be to remove Windows and use the LibreElec generic install instead.

I've done that on an old netbook and it works fine there. You can test it via a USB stick before committing everything.

Not so much if the hardware is 32bit only. LibreELEC stepped away from that quite some time ago already.

The Windows is/was 32-bit, but it may be worth checking anyway what that CPU can support. There's only a little work and no harm at all in creating a USB stick and trying via booting from that.

I had the same wonder about my old netbook (Acer Aspire One P1VE6 with an AMD Fusion C-60) but it runs the generic image fine. That started out on 32-bit Win7 too originally...

For the most part you have a solution purposed (LibreElec) the solved moniker more or less agrees with my sentiment.

We generally don't delete threads, but will scroll over pages as time passes, so the thread is open but eventually will get buried.
