Anytime I scan for TV shows, the scraper sits at 100% and never finishes. I’ve tried The TVDB v4 and TMDb TV Shows. Movies scrape fine. Does anyone have an idea what could be going wrong?

To receive meaningful assistance you will need to provide a full debug log.

The instructions are here... debug log (wiki)

If you are using the Basic Method, then ensure the following is applied...
1.Enable debugging in Settings>System Settings>Logging,
2.Restart Kodi
3.Replicate the problem.
4.Upload the log to Kodi Paste Site manually or use the Kodi Logfile Uploader. (wiki) With either method post the link to the log back here.

If you are using the Advanced Method ensure you have correctly created and applied the advancedsettings.xml file (wiki)

In both instances, you should see the word DEBUG throughout the log.

Note: Full logs only. No partial or redacted logs
Do NOT post your logs directly into the forum. Use the Kodi Paste Site. Post the link to your pasted log in the forum

I tried scanning a single TV episode before wiping out my TV library to rebuild it from scratch. The single episode scan appears to get stuck on “Fetching episode guide”. Is this a clue as to what the issue can be?

Is this the episode you are trying to scrape... S10E17 - A Flyer's Path to Victory.mkv?
It seems to have scraped correctly.

Probably worth a read in full, though.
If that does not fix it, try the next suggestions...

I note that every time you scrape an item, service.sleepy.watchdog seems to run on the same file and script.service.gto seems to be running its own scraping thread, but not on the same file.
Try disabling both of them and check if you still have problems.

Yes, S10E17 - A Flyer's Path to Victory.mkv is the episode I scraped. I tried turning off those two add-ons but it made no difference. I also tried to refresh the show but when I do, the scraper just sits there like when I am trying to update my TV library.

I tried building the TV show library from scratching a new portable installation of Kodi. It took about 6 minutes to move just 1% which is way longer than it normally takes. Link to the log is below.

I am stuck here because I am not seeing anything wrong either in the logs or in the database you provided. Everything looks normal, except that nothing seems to happen with episodes. There is something happening on your system that I will never spot in the logs.
All your logs have been using TVDB v4 scraper. Can you provide the same log as above but using TMDB TV Shows. Lets rule out a scraper problem. I know you say you have tried all scrapers, but I haven't seen any of those logs.

Ok, it seems like TMDB TV Shows works fine now if I try to refresh a show.

If I try to update my library it sits at 100%. I guess I need to refresh each show one by one until I figure out which one is causing the problem.

I reset my router and flushed Windows's DNS cache. The TVDB v4 seems to be worked as before now. I'll post if any unexpected happens. Thank for all your time helping me.
