this program is preventing me from logging into my pc through xbmc through the network, after i uninstall it reinstalls it later on at some point. How do i permanently uninstall it?

It's a bug in samba that causes the conflict with that application supposedly its been fixed by samba team but I dont know if that applies to XBMC & the ATV.
Anyway the sign in assistant as far as I know only comes in through 4 avenues
Windows Live Essentials (shouldn't auto re-install, as it is optional to install)
Windows Live Toolbar
Games For Windows Live (this may be the one that is re-installing it perhaps)
Microsoft Update (possibility dont know for sure, separate from Windows update you have to opt in to MS update)
