Have exactly the same prob. Have invested considerably in a XBMC-based setup, only to discover sould is much too low. One idea, could AudioHijack, Boom or similar software be used? Prob not.

I've tried Boom, it adds ~25% volume but still a long way off

may be to cable sound separately from the Mac to the telly, I understand some sets have separate HDMI sound in. The best thing, though, was if this could be fixed in XBMC..

That is how i have it set up at the moment, DVI -> HDMI lead to the TV, then 3.5mm to 3.5mm lead from Mac Mini headphone jack to the lucky HDMI sound input on the TV.

Through this setup, XBMC is a quieter program than all other media players

I'm not certain, but i think Aiport wouldn't be able to distinguish the video data from the sound data and affect one of them exclusively.
