I see "MartijnKaijser added this to the Leia 18.0-alpha3 milestone on Jul 12, 2018" on Github.  Does that mean this has been added to the current build?
I still only see 1920x1080 at 60hz on my 4k TV (android based and running the Kodi app internally).

Yes, almost 2 years ago.
Then it's time to buy a better tv or contact the manufacturer to fix the problem with a firmware update.
It's never a good idea to buy an AndroidTV based tv since the software is usually terrible.
You can also buy an external device like a FireTV 4K, Nvidia Shield or Mi Box that supports whitelist mode settings correctly.

Sony updated the software last month to Oreo.  I had hoped that would help the 4k thing, because it did enable the ability to passthrough DTS.

when i using Kodi on my desktop PC (i5-4690k, 16 GB RAM, Geforce GTX 1060) under Linux Mint 20.1 Cinnamon OR with LibreELEC the 24 Hz Mode in combination with 4K (3840x2160) und FullHD (1920x1080) is missing.

Only 24hz with 4K is supported not 24hz(just 23.976hz) with 1080p according to your log.
