I have a "dead line" :
until version #1017 It's ok ... no video problem .... from #1018 to upper version the problem is present
Build
#1018 included a new kernel (4.3-rc5, up from 4.1.10 in #1017), but most other changes were for hardware you don't have.
It's possible there's a conflict or bug in these more recent kernels but you're the first person to report it and we have thousands of people using kernel 4.4.x and later in LibreELEC builds (not just mine but release builds too) without any reported issues like this (to my knowledge, anyway).
Can you check if there are any BIOS updates for your hardware, and if so apply them? And check for any relevant BIOS settings, maybe something like "HDMI drive strength", or similar?
Did you manage to try a different cable? How long is your current HDMI cable? Are you connecting directly to the TV, through an AVR or any other kind of HDMI switch? Also try a different HDMI input on your TV, AVR etc.
Are you able to test any other OS on this hardware, eg. Windows?
