Put the mSD in your Wetek and the space is created by OE after booting.

OpenELEC (unofficial) Version: 5.0.5
OpenELEC:~ # df -h
Filesystem Size Used Available Use% Mounted on
devtmpfs 426.6M 0 426.6M 0% /dev
/dev/mmcblk0p1 255.7M 98.0M 157.7M 38% /flash
/dev/mmcblk0p2 6.9G 487.1M 6.4G 7% /storage
/dev/loop0 92.3M 92.3M 0 100% /
tmpfs 428.4M 0 428.4M 0% /dev/shm
tmpfs 428.4M 4.7M 423.7M 1% /run
tmpfs 428.4M 0 428.4M 0% /sys/fs/cgroup
tmpfs 428.4M 4.0K 428.4M 0% /tmp
tmpfs 428.4M 224.0K 428.1M 0% /var
So I can clearly see disk space is not lost, it's still showing as 6.4GB storage.
I've not had the wetek/openelec for long so not discovered how i can use this space for recording tv etc.
Are there any tutorials on it or is it a case of tinkering

Can anyone give me an example of what size of HDD is working for them.Well you can connect almost any USB HDD drive or you can use some NAS for recording.
Also excuse my ignorance but does openelec support Skype and most webcams?
