I don't think NVIdia has fixed the 23.976 bug (all plattforms affected). NVidia crap was known not to switch to 23.976 but 23.971. Search the web for this bug or get yourself some decent hardware.

Sorry, I don't like NVidia's attitude towards open source and recommend using alternatives.

Tried both the FPS_test_1080p24_L4.1.mkv and FPS_test_1080p23.976_L4.1.mkv files with KodiSetup-20180529-795b10a6-master-x64.exe, and did not experience any playback issues.
I am running Windows 7 x64, an MSI R9 270, and i5-4690k CPU

Do you use change refresh rate?
If not, try to activate it, Whitelist all refresh rates at 1080 resolution and try again.

Just disable Dxva, enable sync to display and disable change refresh rate.
That's the only reliable workaround for me.
