What is the actual source that I should use in file manager to get the pandoki repo?  I have tried the one below but I get an Unable to connect on my firestick.

As has already been mentioned, your best bet is to not use the repo and just grab the add-on off of github. AFAIK the latest version is still 0.9.3.

Yes AS 3.2.2 is the latest. Working fine for me. Make sure you are running MQ8 for Leia and getting AS from the official Kodi Addon repo.
