I have a laptop running XBMC and connected to a TV. Is there a way while web browsing video sites, on another laptop on the same lan, I can send TED and Youtube video links to the XBMC laptop so they play on it?

This is essentially what Chromecast does.

There is something called PlayIT Service. It doesnt seem to support TED, but a lot of other sites.

Not a general solution for your requirement, but for TED Talks specifically, there is an XBMC add-on for it.
