OTA broadcast for regular viewers will be 4:2:0 - that's what ATSC and consumer DVB both use.
Broadcast uplinks (and some - ahem - online versions...) are often 4:2:2 - though increasingly MPEG2 is being replaced by H264.
4:2:2 in either flavour is usually CPU decode only, with no VAAPI support. My i5-4250u NUC can do 38Mbs MPEG2 and H264 1080/50i with a YADIF 2x de-interlace but only since decode became multithreaded.
The WDTVLive is really unusual in supporting hardware MPEG2 4:2:2 decode.
