@matt Devo can you test 5.1-rc5 without the pcie_aspm.policy=performance r8169 workaround - this commit which landed in 5.1-rc5 may now be fixing that. Might also be worth testing 5.1-rc4 again, just to be sure r8169 is still an issue in 5.1-rc4 and hasn't been fixed already. I see you've been in discussion with Heiner on your bug.

So in page 6-7 there is talk about CPU hangs at 800mhz.
I have the same issue.
Running Kodi/LibreElec native on a NUC and frequency is locked at 800mhz.
Any solution for this?

Please post more details in the new Kodi 19 thread (link at top of first post). "a NUC" is not very descriptive. Ultimately though this is likely to be a kernel bug, so you may have to open an issue there: https://bugzilla.kernel.org/
