I want to display the Caller ID from Cell on Kodi 

is this possible and if so can someone walk me threw it

Obtaining the caller id is likely to be the biggest hurdle, and how you overcome it will depend entirely on your phone system.

Once you have the caller id you can use kodi-send --action="Notification(Caller is,555-123-456)" to display a kai toast notification.
