About the MQ7/8 Dialogues, it happen to me too once in a windows machine.
When you download an update Kodi decompresses the zip file under C:\Users\"current_user"\AppData\Roaming\Kodi\addons\temp and then it places the decompressed file under C:\Users\"current_user"\AppData\Roaming\Kodi\addons, I believe here is when something goes wrong, the script files were corrupted during this transactions.
So I did tried again a Linux PC and the process went smoothly, that way I proved meself that the script and skin was OK, so I went back to the windows PC and I did the update fully manually and this time I did not have either the red circle loop process or the dialogues failing to apply to the MQ7 info and extended info script.
Another thing I will check is the antivirus, it might be interfering the decompression and placement of the files.

Kodi MQ9 stuck at red circle loop
I can confirm this problem on 1.23. It is also correct that a spinning symbol without percentages can be fixed by pressing the backspace key several times.
In my opinion, that problem is different from our actual problem in 1.24 onwards and is independent of it. In 1.23 the skin hangs BEFORE setting up, from 1.24 onwards AFTER setting up.
Because in 1.24 onwards the setup starts with the percentages and then cannot be completed correctly - it is then repeated, but without percentages. If you now press the backspace button during the loop in the same way as in 1.23, the setup with percentages begins again and then returns to the setup without percentages. The installation via repository itself works technically perfectly, I had an executable version 1.24 on my system. The problems only started after resetting the settings.
But I followed your suggestion and downloaded the 1.25 file, manually extracted it and manually transferred all the files inside to the target directory. I checked using the dialog (possible under Windows 10 and 11) in which existing files are compared with the files to be copied. All copied files are absolutely identical to the files that are already in the target directory. But I copied them anyway.
The result is the same: You can use the skin normally until you reset the skin via the skin settings to activate the new settings. Then under 1.24 and 1.25 you are in the same loop, which does not occur under 1.23. And at least for me, no action causes me to leave this loop, not even ending the process via the task manager. The next time you start Kodi, the game starts again.
I think, if we want to create a really comparable situation, it would be helpful if someone who has installed 1.24 or 1.25 under Windows (!) without any errors backed up his settings again, reset the settings via the skin settings and then checked whether the Setup can be completed. And then writes down his steps exactly so anybody can recreate them.
Otherwise, in my opinion, we will go around in circles and not get any further.
After countless attempts with always the same result, I stick to my guess. There is a new bug/script error in one of the setup scripts AFTER the installattion that only occurs on Windows and only on Version 1.24 onwards. This doesn't have anything to do with the operating system but rather with the different target directories. In my opinion, the installation itself is not the problem.
