It does not occur on Mac either. In settings do you have it set to prefer XMLTV for EPG logos?
EDIT: I think I found the issue. Try to enable catchup on the windows PC and see does it then work?

Hello. Help me set up timeshift channels. I have a windows 7 kodi 19 matrix system. Catch up works great, but timeshift does not work, that is, the forward and backward scroll bar (blue and white) is there, but when pressed in live stream it freezes and the white scroll bar disappears and it turns completely blue. In the case of a catchup broadcast, when rewinding, a jump to the time to the specified place occurs and the time starts to move, but the image freezes. Can anyone help

If you revert to Inputstream.ffmpegdirect v 1.21.1 or the test build mentioned at
https://github.com/kodi-pvr/pvr.iptvsimple/issues/524, Pause/Play with live TV should work. Also FF in Catchup. Using one of these versions the only problem I have is Pause/Play in Catchup, which reverts to the start of the stream after pressing Play. My install is on Windows 10.

I just downloaded the zip file, and used the Kodi addon manager to install the zip file. I don't know why this would not work for you. Or you could try the download on github.
