I don't think the zip files at that location are fully compiled and ready for installation.
Here is the testbuild (from issue 524 on Github) where @
phunkyfish reverted everything back to 1.20.1. It will still be called 1.21.3 so is a little confusing!

I have installed this build and everything seems to work except Pause/Play in Catchup mode, and gives the same results as the earlier 1.21.1 release

How are you trying to install it? Those errors are not related to the addon.

phunkyfish I cannot get Pause/Play to work with Catch Up with any available release of inputstream.ffmpegdirect. For a live stream Pause/Play works in versions 1.21.1, 1.21.2 and your test build (1.20.1).

I have installed simple client 7.6.5. with ffmpegdirect 1.21.3. win 7 system and kodi 19.1 matrix. I install this addons through addons-install from zip method, and have this errors in logfile. If i install ffmpegdirect zip file (7,7 mb) i dont have error in logfile, but can't install this addon in kodi (because invalid structure), if i install ffmpeg from guthub

I think you are confused. In an earlier post you said you had installed inputstream.ffmpegdirect from the test build - not the Kodi repository. Unfortunately you installed the 64 bit version of the test build. So to get some of the functionality working you need to install the 32 bit version from the link I provided earlier.
If you are having trouble with this, it may be better for you to wait until there is a full fix available from the Kodi repository.
