You are trying to run the downloaded webgrab exe for windows. You don't need to do that with LibreELEC. It has one that comes with the webgrab service.

I need to see the contents of those 2 files because your channels aren't getting read by the webgrab exe for some reason.
The way I do it is enable ssh in Kodi in the LibreELEC settings and use WinSCP from Windows.

**I removed half of it as it took up too much of the page. The parts i removed just says [debug] UCT etc - basically stating the time zone & location..

GMT not GTM.
It's listing all the timezones it knows about because it can't find "GTM-4:00". Try "US/Eastern".

It's usually easier to use something like pastebin.com for big log files.
